Professional practice:

Working with cities on ways to facilitate knowledge-based development. The approach focuses on enhancing knowledge cultures and building the knowledge infrastructure. The methodology was elaborated during a study of Vienna's knowledge base, undertaken for the City of Vienna in 1994 and later implemented in Genova, Italy.

The approach begins by identifying principle types of knowledge cultures present in the city and its region and mapping principle knowledge resources and their core competencies. Decision-makers from each of knowledge culture are then identified, interviewed and brought together into a dialogue about the changing nature of city development. Interviews are prepared for publication and themes for structuring the dialogue are drawn from a content analysis of the interviews. Themes are developed by the study participants in small focus groups, key issues and concerns are introduced by the participants during a series of dialogue seminars. Themes address the changing nature of wealth creation, changes the nature and place of work, education and leisure, the loss of certain types of knowledge, e.g., in crafts, local ecology and culture, and attributes of the environment which are most critical to future development.

The dialogue seminars are designed to serve as a mechanism for improving communications between different sectors of the city and for articulating new types of collective needs and intentions such as strengthening knowledge resources, transforming knowledge into local development, increasing synergies, requalifying areas of the city, opening the city to international influences, positioning the city in the global society and creating conditions conducive to cultural development in an increasingly learning-based and expressive society.
